Our Pack consists of boys and their families from northern Cecil County and southern Chester County, Pennsylvania. We are a chartered organization of the American Legion Post 194 of Rising Sun, Maryland.
Our pack is part of the Octoraro District of the Chester County Council of Scouting America.
Cub Scouting is a year-round program designed for boys entering Kindergarten through 5th grade. We hold weekly den meetings, from September through June and monthly trips and activities through the summer months.
The program offers fun and challenging activities that promote character development, citizenship training and physical fitness.
Boys begin as Lion Cubs in Kindergarten, then the progress through Cub Scouts as Tigers in the first grade, Wolves in the second grade, Bears in the third grade, WEBLOS in fourth grade and Arrow of Light (AOL) in the fifth grade.
Scouts are grouped into dens by grade and meet once per week for the first three weeks of the month. The last week of the month all the dens come together at the monthly pack meeting/packtivity (pack activity).
At pack and den meetings, boys participate in games, educational activities and group recognition. The Pack participates in frequent field trips to various places of interest, in addition to camps and other scout gatherings.

Welcome to Pack 28!
We’re so glad you found us. Cub Scouting is more than just an activity, it’s a chance for kids to learn, grow, and have fun while developing values that last a lifetime. From camping trips and service projects to pinewood derby races and pack meetings, there’s always something exciting happening in our pack.
In Cub Scouts, children learn by doing. They build skills, try new adventures, and grow in confidence while living by the Scout Oath and Scout Law. Families are a big part of the journey too! Cub Scouting is designed for parents and kids to learn and explore together.
Whether your child is just starting as a Lion in kindergarten, or preparing for the Arrow of Light before moving on to Scouts BSA, there’s a place for him here. Our pack is about fun, friendship, and character-building, with plenty of laughter along the way.
