Our Pack consists of boys and their families from northern Cecil County and southern Chester County, Pennsylvania. We are a chartered organization of the American Legion Post 194 of Rising Sun, Maryland.
Our pack is part of the Octoraro District of the Chester County Council of Scouting America.
Cub Scouting is a year-round program designed for boys entering Kindergarten through 5th grade. We hold weekly den meetings, from September through June and monthly trips and activities through the summer months.
The program offers fun and challenging activities that promote character development, citizenship training and physical fitness.
Boys begin as Lion Cubs in Kindergarten, then the progress through Cub Scouts as Tigers in the first grade, Wolves in the second grade, Bears in the third grade, WEBLOS in fourth grade and Arrow of Light (AOL) in the fifth grade.
Scouts are grouped into dens by grade and meet once per week for the first three weeks of the month. The last week of the month all the dens come together at the monthly pack meeting/packtivity (pack activity).
At pack and den meetings, boys participate in games, educational activities and group recognition. The Pack participates in frequent field trips to various places of interest, in addition to camps and other scout gatherings.

Welcome to Cub Scout Pack 28!
Dear Prospective Scout Families,
Thank you for your interest in Cub Scout Pack 28! We are excited that you are
considering joining our Scouting family here in Rising Sun.
Cub Scouting is more than just a program—it is an adventure that helps young people
develop character, confidence, leadership skills, and lifelong friendships while having
fun along the way. Whether your child enjoys exploring the outdoors, building and
creating, serving the community, camping with friends, or simply being part of a team,
there is a place for them in Pack 28.
Our Pack is made up of boys from kindergarten through fifth grade and their families.
We believe Scouting works best when the entire family is involved. Throughout the year,
we offer a variety of activities, including den meetings, pack meetings, camping trips,
service projects, outdoor adventures, and special events that create memories lasting a
lifetime.
At Pack 28, we strive to provide a welcoming environment where every Scout can learn,
grow, and succeed. Our dedicated volunteers are committed to helping each Scout do
their best while living the values of the Scout Oath and Scout Law. We want every child
to discover new skills, build confidence, and find opportunities to lead and serve others.
We meet regularly throughout the school year (most Mondays @ 6:30PM) at the
American Legion in Rising Sun, and there are opportunities for families to participate at
every level. No previous Scouting experience is required—just a willingness to have fun,
learn new things, and be part of an amazing community.
We would love the opportunity to meet you and answer any questions you may have
about our program. We invite you to visit an upcoming meeting and see firsthand what
makes Pack 28 such a special place for Scouts and families alike.
